Phoebe (Akiko) Pham is a research associate at RAND Corporation, an American nonprofit global policy think tank. She is interested in greyzone warfare, nuclear proliferation, military strategy, and U.S. Foreign Policy in the Indo-Pacific Region. She graduated the University of California, Berkeley, with degrees in Political Science and Legal Studies, where she conducted independent research on greyzone operations and worked in the Political Violence Lab.
