Biography
Ms Rockwood joined Harvard University’s Kennedy School Belfer Center Managing the Atom Project as a resident Senior Research Fellow in February 2014.
In November 2013, she retired from the International Atomic Energy Agency as the Section Head for Non-Proliferation and Policy Making in the Office of Legal Affairs, where she had served since 1985. During her employment with the IAEA, she was involved in all aspects of the negotiation, interpretation and implementation of IAEA safeguards, and was the principal author of the document that became the Model Additional Protocol. She participated in high-level negotiations on Iran, Iraq and the DPRK and in IAEA/US/Russian Federation negotiations.
Ms Rockwood is a skilled communicator, and a frequently invited guest lecturer on the nuclear non-proliferation regime and IAEA safeguards.

Safeguarding Our Nuclear Future
IAEA safeguards – the cornerstone of the nuclear non-proliferation regime – have evolved over time in response to the evolving security needs of States.
The IAEA’s recent efforts to further strengthen that system have come under attack from surprising directions. Laura Rockwood, who spent almost three decades as the IAEA’s chief safeguards lawyer, will address the evolution of safeguards, recent relevant events and some of the challenges to safeguarding the world’s nuclear future.
